Equestrian Australia High Performance Program: Drugs in Sport

The World Anti-Doping Authority (WADA) has published the 2010 Prohibited List. Together with the new list, there are a number of important changes to provisions. Please go to the WADA web for details.

Salbutamol
The status of salbutamol, a beta-2 agonist, will change. Therapeutic use of inhaled salbutamol will not be prohibited as of January 1, 2010. If the urinary concentration is above 1,000 nanograms per millilitre, there will be a presumption that the substance was not taken by inhalation and the athlete will have the burden to demonstrate through a controlled pharmacokinetic study that the level found in his urine was the result of therapeutic inhaled use.

T/E Ratio Follow-Up
No further collections or analyses will be required in cases where the testosterone to epitestosterone (T/E) ratio is greater than 4 and an isotope ratio mass spectrometry (IRMS) test or any other reliable analytical method has not revealed evidence of exogenous administration of a prohibited substance.

Pseudoephedrine
Pseudoephedrine will be reintroduced to the List and will be prohibited above 150 micrograms per millilitre.

January 1, 2009.

Minimal requirements for the medical file to be used for the TUE process in the case of asthma and its clinical variants.
The file must reflect current best medical practice to include:
  • A complete medical history
  • A comprehensive report of the clinical examination with specific focus on the respiratory system
  • A report of spirometry with the measure of the Forced Expiratory Volume in 1 second (FEV1)
  • If airway obstruction is present, the spirometry will be repeated after inhalation of a short acting Beta-2 Agonist to demonstrate the reversibility of bronchoconstriction
  • In the absence of reversible airway obstruction, a bronchial provocation test is required to establish the presence of airway hyperresponsiveness Exact name, speciality, address (including telephone, e-mail, fax) of examining physician.
 
Declaration of Use form (DoU)
It is acknowledged that some substances included on the List of
Prohibited Substances are used to treat medical conditions frequently
encountered in the athlete population. For monitoring purposes, these
substances, for which the route of administration is not prohibited, will
require a simple declaration of use. These are strictly limited to :
 
Glucocorticosteroids used by non-systemic routes, namely intraarticular,
periarticular, peritendinous, epidural, intradermal injections and inhaled
route.

WORLD ANTI-DOPING CODE 2009

Changes to the World Anti-Doping Code come into effect on 1 January 2009, and will impact athletes and support personnel. Key changes include a new Prohibited List and the elimination of abbreviated Therapeutic Use Exemptions; however, all abbreviated Therapeutic Use Exemptions delivered before 31 December 2008 will remain valid after 1 January 2009 for a set period.
